Retiring our hybrid Exchange Server

Support is right in saying that while you have directory syncronisation turned on, it makes it difficult to remove the Hybrid. This is because the on-premises system is the "source of truth". If you're not hosting any production mailboxes in the environment, and do not have licenses, then you might be entitled to a license if you need to maintain Hybrid servers; https://support.microsoft.com/en-us/kb/2939261 however, i would confirm this with your licensing team and support staff.
