OFF 365 users in Exchange Hybrid have emails going in to junk mailbox even though on prem disabled

OFF 365 users in Exchange Hybrid have emails going in to junk mailbox even though on prem junk email settings disabled.  On prem users are working fine.  I cannot seem to disable the junk email featu...
