I understand. The assumption here is that an MRM Policy had already been applied and the live mailboxes items were already moved into the In-Place Archive.

In that scenario, you can use an EWS-based script to move the messages directly, no point playing with PSTs. Here's a sample one: https://github.com/David-Barrett-MS/PowerShell-EWS-Scripts/wiki/Merge-MailboxFolders.ps1
