I can not show domain cuz the customer information.
I think URi is correct.
Please review below command!
Get-MailboxPermission -Identity "B Mailbox" | ? {$_.AccessRights -like "*FullAccess*"}

I missed one. OWA is work correctly. Only B mailbox can not add in C mailbox Outlook. OWA is okay.

Add-MailboxPermission -Identity "info" -User "C mailbox" -AccessRights FullAccess
And than OWA retry!

OWA is work correctly. Problem is Outlook. I permitted C Mailbox Full Access but it is same.
