Yes, from my perspective that's the only way, ( I did it in the past and softmatching didn't work... We needed to hardmatch with ImmutableId ).
1- New Mail User
2- Set Mail User, ( attributes described in the article, from the source tenant ).
3- License the Mail Users. ( ensure that attributes are correct before this step ).
4- Migrate the mailboxes, ( once completed, the mail users will be converted automatically to mailboxes ).
5- Match the O365 users/mailboxes with the local synced account.

Hello,
If the mailbox under hold on the source tenant, i must disable the hold before migration.
But the contenant stored in sub folder in Recoverable items will be migrated also or we must export contenant to a PST file before migration ?

Hi awaaziz
That's something that honestly I didn't test, but from my perspective the recoverable items will not be migrated. I would suggest to restore them to the deleted items folder before the migration. Sure PST is also an option, but personally I don't like it 😉
