Problem with Exchange admin center

Are you able to start the Exchange Management Shell successfully, and perform some basic Get-* cmdlets, e.d. Get-ExchangeServer, Get-Mailbox, etc.?
Is there anything obvious in the Windows Server event log of that server?
What is your primary reason for installing Exchange Server 2013 and not Exchange 2016 at least?
As much for me, I had not seen how to download Exchange 2016. I will try, and I will come back to you if I have the same problem. Thank you
