Outlook on Android not being quarantined.

Testing our first android device. so far we've only used IOS devices with the built in mail app.

setup a work profile and pushed outlook. I was able to setup outlook without an issue. 

We have quarantine of devices enabled. But the android device was able to connect and access granted without an email or anyone allowing it from quarantine.

Wonder what others are experiencing. thanks
