Office365 exchange journal bcc field is missing

That sounds normal to me.
BCC is handled at the transport level. You wont see them in the headers of a message.
andydavid1 thank you. but for compliance purposes i need to record every email and journal is being used also for compliance. if a user who's set to journal sends an email with bcc i need to be able to get it.
