o365 public folder migration
In a minimal hybrid (Exchange 2010 → Office 365) setup, public folder coexistence is not supported long term. Minimal hybrid is treated more like a cutover, so Microsoft expects you to use the legacy public folder batch migration method (your first link).
The legacy public folder hybrid approach in the second article applies only to full hybrid deployments, not minimal hybrid.

Migrate public folders after mailbox migration
Plan for downtime during the final switch
I’ve used EdbMails Exchange Migration software for public folder migration from Exchange to Office 365, and it simplifies the process compared to Microsoft scripts. EdbMails also supports Office 365 to Office 365 public folder migration with detailed reports.
