MS Exchange SE 2025
As you stated, Exchange SE is an in-place upgrade for Exchange Server 2019 (Be aware that you won't be able to do an in-place upgrade for Exchange Server 2016), so it is not cloud based. The licensing of the physical install of Exchange changes to a subscription service though.

Thanks for the reply.
So, I have to update my exchange server 2016 to Exchange SE. If currently I have 100 user Cal license, I have purchased 100 user subscription. Rest will be same as pervious as all the database, mailbox configuration will be at my server room.

You need to migrate to 2019 CU15 to upgrade to SE. You cannot do the direct upgrade 2016. or Build a new SE environment and migrate it.

The Exchange Team, just posted a blog about the process yesterday, but in summary, Exchange Server 2016 will not be able to be upgraded to Exchange SE. You'll need to build new for those. You'd be best speaking to your Microsoft licensing partner to get details on what licenses you'll need to purchase.

Thanks for the giving me very important update that exchange 2016 won't be update to 2025 SE. Maybe I missed the point when our Exchange Management team inform me about Exchange 2025. Surely, I will get back to our Exchange Management Team and MS Licensing partner.
My concern was that is the MS Exchange 20225 SE is totally cloud based? That is all my mailbox, mailbox DB or ECP management will be done cloud?
As per my understanding MS changes the licensing part like user CAL will be user subscription from 2025 MS Exchange. Rest will be same as MS Exchange On Prem version and Cloud version.
