Missing rights as Global Admin

Perhaps someone played with the RBAC roles? Best check via PowerShell - connect using the admin in question and try to run a cmdlet corresponding to one of the "missing" menus.
Make sure the admins (or the Tenant admins groups as a whole) is added to the Organizational membership role group, and review the roles included. If needed, add "missing" roles.
