Just assign a licence to the users with Exchange Online and you will have a mailbox enabled to that users.

Hi, thanks for your suggested solution it solved my issue.
But I still need a way to create mail users since my coex tool can't handle free/busy request if they are mailboxes.
I have add value to this properties but it doesn't show up as a mail user in EXO.

Hi Patrick,
The best way is to Extend you Schema with Setup of Exchange to populate the fields needed on Office 365, than reconfigure the AD Connect to have Hybrid Setup.
