Mail Flow Rule - Send reminder notifications for email approvers

We have a requirement from the business where every email sent to an external domain with attachments should be approved by a list of approvers. We configured a mail flow rule for this...
I'm not aware of any way to configure alerting on messages waiting for moderation. Perhaps you can try an approach that combines transport and inbox rules - "tag" the message in some way when marking it for moderation, for example prepend the subject with some string. Then, use Outlook inbox rule to automatically flag any message containing said string in the subject for follow up ("flag messages for follow up at this time" action).
