load balancing exchange smtp with WNLB

Hi,

we need high availability SMTP relay.

We have two Exchange 2016 servers. Can we use it with WNLB or Failover clustering?

Servers don't have DAG or mailboxes, no client connection. All of articles suggests LoadBalancer, but in this situation it's not an option. I know it's unusuall, but is it possible?
