Installing Exchange Server 2016 Issue

Hello all,   We have 6 exchange servers 2016 CU11 deployed on 2 sites, I need to install 2 new exchange servers in DR site, but I'm getting the following error during the installation:   Error: ...

Your current setup (2016 CU11) is almost two years old. I suggest you https://docs.microsoft.com/en-us/exchange/new-features/build-numbers-and-release-dates?view=exchserver-2016#exchange-server-2016.
Have you followed all the https://docs.microsoft.com/en-us/Exchange/plan-and-deploy/prerequisites?view=exchserver-2016 and installed all the https://docs.microsoft.com/en-us/exchange/plan-and-deploy/system-requirements?view=exchserver-2016 software?
It looks like you missing IIS or it's not functioning.
