If one recipient is specific email inside organization and others are outside the organization
Hi,
I am trying to set up a rule that if one of the recipients of an email is a specific email from inside the organization and the other recipients are outside the organization then it will forward the message to an alias.
Is this possible in exchange online?

- No, as those conditions are additive across all recipient. If one or more of the recipients are external, the condition will always trigger, regardless of whether any other recipients are internal.

"To" field has recipient from inside the organization
and
"CC" field has recipient/recipients that are outside the organization?
