I need to download Exchange 2019 CU 3

Hi, I need to download Exchange 2019 CU 3. MS states "To get Cumulative Update 3 for Exchange Server 2019, go to Microsoft Volume Licensing Center." I go to VLSC and login, but see no options to download CU 3 in VLSC. When I purchased Exchange 2019, I received the download/keys in the new 365 portal (no options there either).

Where can I download CU3? Thanks.

I need to upgrade a server (RTM) to current CUs and the safest way, from what I have read, is to update to CU3 then install .Net 4.8 then to a later CU. Any other suggestions? Thanks
