Hybrid Configuration "Minimal Configuration" grayed out

I need to reconfigure the Hybrid connection to 365, I want to go to the minimal configuration but it is grayed out in the Wizzard.

I want to be able to move old mailboxes to on-prem server for archiving and viewing purposes only.

I am sending mail with 365 and don't want to route mail through on-prem server.

How can I make "Minimal Hybrid Configuration" available again?

I already removed the hybrid configuration from the on-prem server and deleted the connectors.
