Hybrid Agent Configuration fails
Sounds like traffic to outside is blocked (firewall, outbound proxy) or other misconfiguration as the agent complains the request is sent, but it never receives a response within before timeout kicks in. What happens when you enter the URL in IE/Edge on the system, https://<That GUID>.resource.mailboxmigration.his.msappproxy.net/EWS/mrsproxy.svc
mderooij facing the same issue, my exchange instance is in Azure VM, and accessing https://cd8c452d-fa1f-4227-b58a-b21487d00062.resource.mailboxmigration.his.msappproxy.net/EWS/mrsproxy.svc says permission denied.
for office 365 I am using cloud only global admin.

I had the same error when trying to create a migration batch. It appeared to be the credentials of the account that used to create the Hybrid endpoint. After updating the Endpoint credentials it worked without any errors. Mohkam
