how to prevent enable mailbox in exchange local if user have mailbox office365 ?

Hello

     we use hybrid exchange and have a case is userA has mailbox office365 but in exchange local I can use command enable-mailbox userA that not notify has mailbox office365 .I want it must not allow enable when user has mailbox office365 .if know user has mailbox in office365 then Enable-RemoteMailbox instead of enable-mailbox

    please guide way to prevent enable-mailbox it when user has mailbox office365
