How to disable leaving voicemail for terminated employees in Exchange 2016

We have Exchange 2016 in Hybrid and user mailbox is on Exchange 2016 on-premises. Once the user is terminated, we want all incoming calls directly goes to user greetings, but should not allow caller to leave voice mail.
