How can I use REST to read an e-mail in an on-premises Exchange 2016 server?

How can I use REST to read an e-mail in an on-premises Exchange 2016 server? I see mention of using Security Graph, but that requires the Exchange instance to be hosted in Azure (AD) if I'm not mistaken.
