What I've found:
HVE accounts are visible in Entra ID and ARE affected by Conditional Access policies.
I got no updates in the Entra sign-in logs when unsuccessfully first testing with Send-MailMessage and got "535 5.7.139 Authentication unsuccessful" errors . To fix this I had to create a custom Authentication Policy in Exchange Online with AllowBasicAuthSmtp set to true and attach it to the HVE account as described on https://learn.microsoft.com/en-us/exchange/clients-and-mobile-in-exchange-online/disable-basic-authentication-in-exchange-online.
Hi, is that working even if you still use CA to block Legacy auth? Thank you
