Transport rules do support wildcards (see for example the "The recipient address matches" predicate), or you can simply use domain-based one ("a recipient domain is..."). If you are trying to do some sort of catch-all scenario, do a search on the net, there are many articles describing how to make it work in O365 (though it's not a supported scenario).
