Exchange sender automatic replies to all external senders does not work

It was resolved by changing the setting value below in the Exchange 2013 server and exception handling the Exchange installation path in the vaccine program.
Set-TransportConfig -ShadowRedundancyEnabled-$False.

There were two problems, the first one on FortiMail - I solved it, but the second one is from Exchange - now the OOF option works only once for a given sender: (i.e. another mail from him is ignored - it can be solved?
