Exchange Online block mail with PDF attachment using metadata.
"There is no other way of writing complex Message Filters to catch such Mails as you would like."
Which tool should I use to create these filters? Is there any native MS solution that I can use?

The Question is what exactly are you trying to archieve?
You could use "Defender for Office Plan1/2" and use the SafeAttachments Functionality.
As i said, there is no native possibility in Exchange Online.
I know that some customers use Cisco Email Security Appliance (ESA) to write custom Filters. But that's not trivial.

I have the files that are encrypted with method that EXO cannot use to decrypt the attachments, so I want to block sending of these files(and send the NDR for User that this type of files cannot be send). Unfortunatelly these files have same extension that file that are encrypted using AIP and that's why I want to use metadata filter to block only these specific files.
