Hi Ajit Terdalkar - Have you tried to remove all the device partnerships and have the user re-configure the account? You can do this from ECP or ADSI edit. Additonally, you can also gather the ActiveSync device logs for further investigation - https://learn.microsoft.com/en-us/exchange/troubleshoot/mobile-devices/issues-for-mobile-devices
I would also check to see if there are any messages stuck in the outbox on the user's mobile device.
