Exchange 2013 throttling while sending

I have two exchange server 2013 configured as DAG one of the two server the Passive one is causing mails to stuck in the Queue i have around 7000 mail in the queue and mails continue to grow my environment is hybrid with exchange online but mails goes directly to the internet.
