Exchange 2013 mailbox migrate to another DB results in access denied

Hello. I am trying to migrate some users to a new DB and for every one I get the error:

 

Error: MigrationTransientException: The call to ‎'net.tcp://EXCHANGESERVER_FQDN/Microsoft.Exchange.MailboxReplicationService‎' failed. Error details: Access is denied..

 

My google-fu and searches of these forums haven't yielded much and I'm not sure where to begin. I'm a domain admin but kind of new to the inner workings of exchange. I'm not really sure how to tell what service account it's trying to use in order to check permissions.

    Hello,
    Can you please check that all the Exchange services (those set to Automatic) are running especially the Mailbox Replication Service.
    In addition, please also confirm you are using the right account to launch the migration (with Mailbox Import Export roles).
