Hi mate, i hope you doing well.
Did you tried to migrate from Exchange Online Migration tool ? It working pretty well, and it support migration from Exchange Server 2010 and above.
Go to your M356 EXO admin center (https://admin.exchange.microsoft.com/#/migrationbatch) > Then Add a migration batch > Migration to EXO > Take the first migration type > Create a new point > Fill in the local account credentials. And you're ready to migrate !
