I don't believe it's possible. Is this on-premises or EXO? You could try some options found in these links

Thanks,- DavidCM66Jan 16, 2023Copper ContributorAs a work around I was thinking of using the Department attribute not being blank but now I not sure what to use to enter multiple long text values when defining the criteria for membership in dynamic distribution groups in Exchange Online.
For example, for the Department attribute I need to specify “Department 1”, ”Department 2”, “Department 3”
I have used doble quotation marks and a comma between the values, but it doesn’t seam to work.
