If both domains are somehow related I would use the same ExO environment. No extra value added.
Otherwise, I would go with a new tenant and a standalone plan.

you are assuming that we have a hybrid environment " For example, both on-premises and Exchange Online organizations use the @contoso.com SMTP domain." right ?
where in fact we have different domains ... so should we really be going with the hybrid setup of EOP or Standalone ?
