Method 1. Batch import external contacts:

Import-Csv “contacts.csv” | ForEach {New-MailContact -Name $_.Name -ExternalEmailAddress $_.Email}
(CSV with Name and Email columns)
Method 2. Create a global contact group:
powershell
New-DistributionGroup -Name “ExternalContacts” -Alias “ExternalContacts” -MemberJoinRestriction Closed
Get-MailContact | Add-DistributionGroupMember -Identity “ExternalContacts”
