Cant send external emails exchange 2019

I have tried all post but my mail queue is getting full and i cant send external emails. I can receive both external and internal and i can send internal    
Exchange Server. Exchange 2019

    Here some steps:

     

    1-Check the SMTP service is running:


    Open the Services console by clicking Start > Run > and typing 'services.msc'
    Locate the service Simple Mail Transfer Protocol (SMTP)
    Set the service to Automatic and start it

     

    2-Check your firewalls
