That's the expected behavior. Exchange traditionally only allows to send messages via the Primary SMTP address. A while back this was extended to allow sending from any alias, as detailed here: https://techcommunity.microsoft.com/t5/exchange-team-blog/sending-from-email-aliases-public-preview/ba-p/3070501
