Automatically apply Addressbook policy
Is there a way to automatically apply a specific Exchange Online Addressbook policy (ABP) when new mailboxes are created? (Without running scheduled powershell)

No, Exchange Online does not currently support automatically applying a specific Address Book Policy (ABP) at mailbox creation natively.
You must use automation (PowerShell, Graph API, provisioning workflow, etc.) Microsoft 365 does not have a built-in policy assignment trigger.
