ShaneLovell We are seeing the exact same thing running Version 15.1 (Build 2176.2) (Exchange 2016 on Server 2016 Standard)
Seems like this is happening since upgrading to the lasted CU19 + Security Update.
Feedback if you find a resolution would be appreciated.
