Shalem120 Hello - I would recommend following the official documentation which says to "Make sure you're signed in to your Windows device with your work or school user ID".  You can also try to reach out to Support (https://support.serviceshub.microsoft.com/supportforbusiness), so they can investigate your specific case.  Thanks!
