You may import Favorites and other data from the Internet Explorer to the Microsoft Edge using edge://settings/importData but you won't be able to Sync. This is expected behavior and you should take a note that Microsoft Edge is the replacement for Internet Explorer and it is expected for user to use it as their default browser and in some special cases, you might switch to Internet Explorer and in this case, there is no need to have ability to Sync favorites.
