MicrosoftJlamersneh Hello! I believe the behavior you are experiencing is by design. Have you tested with the UserDataDir Policy turned off?
Just wanted to mention, similarly when on-premises sync is used, the user data file gets locked because the user data is moved between computers. (https://docs.microsoft.com/en-us/deployedge/microsoft-edge-on-premises-sync#running-microsoft-edge-on-more-than-one-computer-at-a-time-isnt-recommended)

I understand it is by design, but what purpose would be a lock file on starting Edge, Chrome and Firefox do not have such limitations.
