esirvys Hello!  By any chance have you set the RestoreOnStartupURLs Policy to open a WIP (Windows Information Protection) protected start up page?  Also, do the users reporting the issue have multiple profiles (ex: work and personal) set up in MS Edge?  Just trying to figure out if you are encountering a known issue we are trying to investigate.

    Kelly_Y  dont think thats our scenario - No WIP and these are new users just getting Edge for the first time so will only have the default profile at that point.
