PDF permissions in Edge using new pdf engine vs adobe acrobat reader

also had another case of edge with new rendering engine + Edge with adobe pro not allowing a form to be correctly filled in as it has fields all over the show however renders perfectly in adobe acrobat reader - https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/689223/copdol11-eng.pdf

Can you clarify what "Edge with adobe pro" means? Is it the Acrobat extension within Microsoft Edge and this user has a paid subscription of Adobe Acrobat? Thank you!
