"Use the Enterprise Mode IE website list" is an Internet Explorer policy found in : Computer Configuration > Administrative Templates > Windows Components > Internet Explorer
Adrian_Guta Was using that before it was suggested to come to this post. Following those directions exactly and its still not working.
