Managing Bookmarks in Edge via GPO

We have download the latest ADMX templates from Microsoft.  However, when we set the favorites using the following text in GPO, the "ManagedFavorites" reg key appears in HKCU\Software\Policies\Mircosoft\Edge with the following string:

The favorites do not appear in Edge.  Any help with this would be highly appreciated.
