You mentioned, downloading the pdf file using the built-in pdf toolbar. Do you mean the "Save" icon in Microsoft Edge when the pdf is opened?
Also, if you haven't had a chance yet, could you please submit feedback/diagnostic data through the browser? ("..." menu > Help and feedback > Send feedback)
