IE Mode, Edge local site list vs. enterprise site list

Why are sites handled differently by the Edge local site list vs. the enterprise site list?

We have a SharePoint site with some InfoPath forms that doesn't work in Edge and isn't working in IE Mode, except when in one specific configuration.  I've tested these four configurations and these are the results;
When added to local site list in Edge:
domain.sharepoint.com/site/library/form/                        failed
domain.sharepoint.com/site/library/form/item.aspx         success, InfoPath form opens

When added to enterprise site list:
domain.sharepoint.com/site/library/form/                        failed
domain.sharepoint.com/site/library/form/item.aspx         failed

On the failures the page won't come up at all and gives an error. 'this form cannot be opened in a web browser' correlation ID:...
