GPO, Sites to open when the browser starts

I am trying to accomplish the following in Edge for AD joined windows 10 and 11.

-Make a default start page when edge browser is started.

-Let people be able to overwrite this is they desire.

 

I should have latest admx for edge.

I have tried to change "Site to open when the browser starts" and "Action to take on startup"

But I can't make it work. 

So where should i make changes?

Please specify exactly which part of the policy eg. is it in user->microsoft edge -default settings->startup,home page and new tab page->

 

I hope i didnt left out anything and it is clear what i want to achive 🙂

    This is a computer policy I use -

    make sure the Home page URL is used for both entries.

      Thanks alot I will try. Just one question "both entries" you wrote, is that both computer and users or is it both edge and edge default?
