Gpo question

Hi,

if i set DownloadRestrictions to 2 for preventing Drive by Downloads, it also Block all ZIP files. Is this normal?

If i deactivate SmartScreen, it is possible to Download ZIP files, even with this GPO.

Is this a bug?
