GPO For Default (User Overrideable) NewTab URL is preventing users from changing

We've setup a GPO to set a default of the new tab page going to our intranet, however want to allow users to change that if desired.

Edge://policy is correctly showing the item as recommended

however when trying to change the option via Settings the user is unable to click on Customise.
