Force Enable Sync Services

1) to force enable it once the user opens the browser for the first time
2) Yes, granular set options. Only sync favorites, and history for example.
I too would like these options. Now that Edge stable has the ability to turn off the first-run wizard, I thought I could finally have it set up for our users so they just click Edge and start using it.
However, the issue with that new policy is it does not turn on sync by default, which while annoying, is made worse as there is also no way to force sync to be enabled. Thus, the user opens Edge and wonders where their favourites are (creating help desk tickets) or if it's imported them, they silently never get synchronised (creating help desk tickets later).
The lack of control over forcing sync to be enabled means the first run wizard disabling policy is effectively useless for us as we can't rely on our users to discover on their own they need to do more to get the browser ready. As this is the only way to get the users to turn it on, we have to keep the first-run wizard active, which I do not want.
Seems bizarre there's a policy to disable sync but you can't disable that policy to effectively force it on.
